What is the Structure Plan
The Structural Plan (P.S.) is a spatial planning tool of municipal competence, provided for by Tuscany Regional Law No. 65/2014, which outlines the structural and strategic choices for the government of the municipal territory.
It is formed in coherence with the Territorial Address Plan with landscape value of the Region (PIT-PPR), with the Territorial Coordination Plan (PTC) of the Province and with other acts of territorial government of supra-municipal competence.
The Structure Plan is drafted in order to:
– know and recognize the current state of the territory through the environmental, social, economic, cultural and landscape components that structure it;
– identify, protect and enhance the identifying elements of the municipal territory;
– make strategic choices, flanked by environmental and territorial sustainability.
The Structural Plan has no expiration date; it is valid indefinitely; it does not operationally decide where and when to act on the territory; it does not confer building potential on areas.
Pursuant to Regional Law No. 65/2014, the Structural Plan is structured in three parts:
- The Knowledge Framework, which constitutes the body of information necessary for an organic and comprehensive representation and evaluation of the state of the territory and the evolutionary processes that characterize it.
- The Territorial Statute that constitutes the act of identity recognition through which the local community recognizes its territorial heritage and identifies the rules for its protection, reproduction and transformation.
- The Sustainable Development Strategies that decide the planning choices for the future transformation of the municipal territory. This section of the Plan provides the indications, definitions of the objectives and directions for the planning of the municipal territory.
The sheets at the plan’s counteraction stage and at the Landscape Conference may be modified with regard to size, type of intervention, intended uses and other possible indications. The areas of transformation outside the perimeter of the urbanized territory that will flow into the approved plan may not be these or undergo even substantial changes.

As part of the actions to support the attraction, accompaniment and assistance to companies wishing to invest in Grosseto, as well as to redefine an overall territorial offer, the Invest in Grosseto portal intends to consolidate the dialogue between businesses and the public administration, including by giving space to private operators who hold land, warehouses, commercial funds in the historic center, or buildings potentially of interest for any productive and/or commercial investments that can enrich and strengthen the territorial offer and improve the overall attractiveness of the historic center of Grosseto.
Private entities interested in promoting on the portal any areas intended for sale or lease can express their interest and provide Invest in Grosseto experts with the basic materials to be included within the territorial offer .
“Area/property” means: land, productive or commercial funds (limited to the historic center), building land, warehouses, disused warehouses, business incubators, and any other asset that can contribute to the development of the territory.
The inclusion of areas on the new portal has a promotional/communication value only and does not involve the management of the sale/rental negotiation process, which remains the responsibility of the economic operator and/or real estate broker.
The development of the productive areas within the site does not entail any obligation on the part of either the proponent or the municipal administration and is aimed at promoting in its entirety the area’s offerings to potential investors.
Expressions of interest received will be evaluated by the City of Grosseto on the basis of consistency with the goals and objectives of the Invest in Grosseto project.
The Municipality will notify the interested party of the outcome of the verification and possible inclusion on the web portal.
